What to do if someone has bad credit and needs a car?

ok so if someone has bad credit.. like in the 400s/500s. due to something that went to collections and was payed off. and has some late payments. whats should that person do next? someone i know needs a car and has no co signer and no more than like 300 saved.. and no dealers are approving. what do you guys recommend??? and dont say something like... get a co signer or you have to fix your credit because thats obvious.
