When do paralysis inject their poison?

i just found a tick on my cats neck it looks as though it had just attached it self to her, i was black and didn't look like it ingested much if any blood. she doesnt look like she has any symptoms are the ticks injecting poison the whole time they are attached or only when they have eaten.
